What a baby is actually doing, month by month
The first year is the one where age grades change fastest, and it is also the year where buying the wrong grade is least forgiving. A toy graded for twelve months handed to a four-month-old is not just useless — it is likely to contain something a four-month-old can get into their mouth in a way its maker never intended.
Roughly, the year divides into four. From three to six months a baby is investigating with their mouth and their hands, and a toy’s job is to be safe to chew and interesting to hold. From six to nine months they can grasp and — the important part — deliberately let go, which is what makes a stacking toy suddenly work. From nine to twelve months they are working out cause and effect, which is when a pop-up toy or a lidded box becomes fascinating. And around a year, they start to want a problem: the shape sorter that they cannot yet solve.
That is why the list above is ordered by grade rather than by price. If you are buying for a specific baby, the useful question is not “what is the best baby toy” but “how old will they be when they open it”.
The under-three rule, and why it is not negotiable
Every toy on this page carries a manufacturer age grade in the twelve-month range or below. That is not a filter we applied for tidiness. Under three, the age grade on a box is tied to a federal regulation — 16 CFR 1501 — which defines a small part as one that fits entirely inside a cylinder 1.25 inches across and up to 2.25 inches deep. A toy containing one cannot be graded for children under three.
A great many toys that appear on other “best baby toys” lists are graded 3+ by the people who made them. We do not list those here, however good they are, and no amount of supervision converts one into a toy for a nine-month-old.
What we would skip
The whole category of soft books, activity spirals and hanging arch toys that arrive in six-item “newborn bundles”. They photograph beautifully, they are given at every baby shower, and by four months the baby has usually met all six and settled on one. If you are buying rather than being given, buy the one rather than the six.
The other thing to skip is any battery-powered toy whose volume cannot be adjusted. In the first year almost every toy ends up next to a sleeping baby at some point, and a toy that only has one volume is a toy that gets put in a cupboard. Our quiet toys page is written for exactly this.
The honest bit about baby toys
Babies under a year do not need many toys and the research on this is not subtle: what matters most in the first year is a responsive adult, not the object. The American Academy of Pediatrics makes the point directly in its clinical report on toy selection — the highest-value “toy” in the first year is a person talking to the child.

Toys we claim to have played with: 0
Every toy site tells you they tested forty toys with a focus group of real children. We have not played with any of these, and we say so. Here is what we do instead: we read the manufacturer’s own listing and print its published age grade word for word, we record the battery requirement and the assembly note where the maker publishes one and say plainly when it does not, we pull the price live from Amazon so it is never a number we remembered, and we name one thing on every list we would not buy.
The noise and mess ratings are our judgment from what the listing describes — not measurements. Almost no toy manufacturer publishes a decibel figure, which is itself worth knowing. The full method is published, including what disqualifies a toy.

Questions people actually ask
What toys should a 6 month old actually have?+
At six months a baby can grasp and deliberately release, which is what makes stacking rings, nesting cups and soft blocks suddenly work. Three or four things is plenty. Look for a manufacturer age grade of six months or below — several popular baby toys are graded from nine or twelve months, and the difference is real.
Are toys with small parts ever safe for a baby with supervision?+
No, and it is worth being blunt. The federal small-parts rule exists because babies get objects into their mouths faster than an adult in the same room can react. A toy graded 3+ is graded that way because it failed the small-parts test, and supervision does not change the test.
Do baby toys need batteries?+
Almost none of the best ones do. Of the eleven picks on this page, three take batteries and eight do not. Where a manufacturer publishes a battery requirement we print the count and type on the card; where they publish nothing, we say so rather than guessing.
How many toys does a baby under one need?+
Fewer than most people buy. Five or six is a reasonable working number for a first year, and the babies with fewer visible toys tend to use all of them. See toy rotation for the cheapest way to make a small set feel larger.
What is a good first birthday present?+
A shape sorter, a set of blocks graded from twelve months, or a push-along ride-on. All three land at the moment a one-year-old is starting to want a problem rather than a texture. Our one-year-old page covers it properly.
